Russian Foreign Minister Sergei Lavrov said on September 1 that the Russian military would not intervene in Ukraine, even as Kiev announced that Ukrainian troops are battling a Russian tank division in the eastern city of Luhansk, held by separatists. On Monday, rebels have apparently seized Donetsk and Luhansk airports, in a latest victory against government forces.
