Zhytomyr armored plant`s managers embezzle UAH 24 mln in budget funds – media

An investigation carried out by military prosecutors has established that managers of state-owned enterprise Zhytomyr armored plant have embezzled UAH 24 million in budget funds, according to Ukraine`s weekly newspaper Zerkalo Nedeli (Mirror Weekly).

Such findings came out under only one episode of the criminal case being investigated. 

It is noted that the state enterprise received these funds from the national budget for the execution of a defense order.

Further, National Police investigators in Zhytomyr region established that the plant`s director instructed to withdraw 20 UTD-20 engines from the country`s emergency mobilization reserves in October 2014. The engines were removed from the plant to an undisclosed location, which inflicted a loss of UAH 7 million, according to the State Financial Inspection estimates, the report said.

The director claimed the engines allegedly belonged to LLC NVK TechImpex.

”It was the enterprise located in the village of Zasupoyivka, 100 km away from the capital city, which was the owner of the largest private arsenal of military equipment and weapons, which were taken from the army with the use of various schemes and sold on the domestic market for resale abroad through state intermediaries,” the newspaper wrote.

It is noted that engines for armored vehicles are also mentioned in the criminal case handled by the military prosecutor`s office of the Western region and opened in connection with supplies by state-owned Lviv armored plant of 40 Russian engines B-46-6 for the Ukrainian Defense Ministry`s needs.

It has been established that in late 2015 the Defense Ministry transferred UAH 28.5 million of budget funds to the Lviv armored plant for the mentioned engines and other components for armored vehicles. During this transaction, officers from a military unit signed acts of acceptance for the said equipment without the actual physical availability of the hardware, appropriate technical documentation and manufacturer`s certificates.

The investigators also established that in 2010 the same engines were purchased by the Lviv armored plant as redundant military property from the Defense Ministry through state intermediaries. The price of the equipment was UAH 40,000 per unit. At the time of the purchase, the engines, which had already been overhaul, were rated as the second category, thus being designated as redundant military property.

Once designated as redundant, military equipment is allowed to be sold.

It is noteworthy that during the latest transaction in 2015 the same engines – B-46-6 – were ”bought back” by the Defense Ministry as new equipment at a price exceeding the price at which it was purchased by the plant in 2010 by 10-15 times on the average.

According to the newspaper, the facts set forth do not constitute secrecy of investigation and are based on the materials of criminal proceedings carried out by the SBU Security Service, the National Police, the Fiscal Service, the prosecutor`s office and the Interior Ministry throughout almost all regions of Ukraine.
