The State Agency of Automobile Roads (Ukravtodor) has obliged regional road services to engage in procurement of material and technical resources exclusively via ProZorro e-procurement system, the press service of Ukravtodor has reported.
The state agency is confident that through the use of open online platforms, the purchase of necessary materials and equipment will be carried out directly from the suppliers, helping save significant funds for road works.
”There is a well-known scheme of laundering public money – the purchase of goods through intermediaries. Having obliged state contractors to buy all the necessary materials and equipment via ProZorro, I am sure that we will get rid of corruption in this fashion and not pay double or triple the price for road materials,” said Acting Head of Ukravtodor Yevhen Barakh.
According to him, the regional road services do not fall under the newly introduced Law ”On public procurements.” However, in the context of increasing control over the transparent and efficient use of budgetary funds, Ukravtodor has taken this decision.
Until June 30, JSC ”SJC Roads of Ukraine,” which is the governing body of regional road services, organizes a constant work on the introduction of e-procurement system by public contractors.
Ukravtodor hopes that all purchases of materials and equipment for road works will be carried out through ProZorro in July.
