Ukraine`s e-declaration system still raw – National Agency for Prevention of Corruption head

Head of the National Agency for Prevention of Corruption (NAPC) Natalia Korchak says the functionality of the e-declaration system, which has been introduced in Ukraine, still has some drawbacks, according to Ukrainian news service TSN.

Korchak listed some problems faced by users while filling in an electronic tax declaration form.

”Today we can say that the functional side is not completely perfect. When filling in a tax declaration form, I have seen that, for example, there are no references to people who are political figures in a list of positions. They do not fall under any of the categories,” Korchak said.

She also mentioned other difficulties related to software development. Thus, NAPC was not a party to the process of agreeing technical specifications, nor a party to the relevant contractual relationships. Therefore, according to Korchak, the anti-graft agency accepted the already developed software. However, prior to the issuance of a certificate of conformity, without which it was impossible to fully launch the electronic declaration system, NAPC had to receive the confirmation of property rights to the software. It also took some time, Korchak said.

In addition, it turned out that NAPC was not the owner of the hardware – servers – which host the electronic declaration system. This issue deals with the security of the entire system, she noted.

As UNIAN reported earlier, the e-declaration system was launched at midnight on September 1, as provided for by the law on prevention of corruption.

From September 1, detailed electronic declarations have to be submitted within a 60-day period by high-ranking officials: the president and the prime minister, their advisers and assistants, members of the government, deputy ministers, members of the National Commission and the Antimonopoly Committee, heads of the State Property Fund and the National Bank of Ukraine, as well as their deputies, MPs, civil servants of ”A” or ”B” categories, judges, prosecutors and investigators, heads and deputy heads of state bodies, which jurisdiction covers the entire territory of Ukraine, military officials of senior officer level.
