Ukraine to seek investors for construction of Kyiv toll roads, route to Odesa

Ukraine`s Ministry of Infrastructure will invite private investors to participate in the construction of a concession-based toll ring road around Kyiv, as well as the Kyiv – Odesa highway, the ministry`s press service reported, citing Minister Volodymyr Omelyan.
”Ukraine plans to offer concession projects and introduce toll highways to attract private investors. The new route around the capital, and the highway linking Kyiv with the Black Sea port city of Odesa, may be among the most interesting projects for investors,” the press service quoted Omelyan as saying.
The minister added that he hoped the Ukrainian parliament would approve the concession bill, and that the European Bank for Reconstruction and Development (EBRD) is expected to provide financial assistance in drawing up the bill.
As UNIAN reported earlier, one of Ukraine`s key creditors – the EBRD – has announced a competition to select a consultancy firm for the Ministry of Economic Development and Trade to draw up the concession legislation, in particular concerning roads and ports.
In May 2015, the State Agency of Automobile Roads announced a tender to build Ukraine`s first concession-based road connecting Lviv to Krakovets, the construction of which has been planned for more than a decade. In September, it was reported that the bids submitted by the local Ukrainian Highways company and the French Bouygues firm did not meet the requirements set out by authorities. In this regard, the Infrastructure Ministry said that it plans to again call for bids, but in a new format this year, after Ukrainian legislation on concessions and public-private partnerships is improved.
