Prozorro system becomes mandatory for all public procurements

The Prozorro electronic public procurement system has become mandatory from August 1 for all government agencies with a level of procurement above UAH 200,000 for goods and over UAH 1.5 million for work, the press service of the Ministry of Economic Development and Trade reported.

The ministry noted it was not mandatory but ”strongly advisable” to also use the system for procurements that are below the threshold values.

”The system has been run in pilot mode for procurements below the threshold values and has proven to be extremely effective. Over one year of the Prozorro pilot project, the amount of savings reached over a billion hryvnias (the total amount of savings as of today has reached UAH 2.6 billion),” Deputy Minister Maksym Nefyodov was quoted by the press service as saying.

As UNIAN reported earlier, the Verkhovna Rada on December 25, 2015, passed a bill obliging ministries and large-sized state companies to handle all their state procurements via the newly created Prozorro e-system from April 1, 2016. Other state companies and state agencies were to move to the system on August 1, 2016.

The World Procurement Awards has given its Public Sector Award to Ukraine`s ProZorro e-procurement system.

The estimated savings due to the use of the e-procurement system are projected at UAH 5 billion by the end of this year and at UAH 50 billion in 2017.
