Poroshenko says how his plan will stop war in Donbas

Ukrainian President Petro Poroshenko has called on MPs to take with special responsibility the consideration in parliament of the bills proposed by him regarding a peace plan for the settlement of the situation in Donbas, the presidential press service has reported.
At a meeting with the leaders of parliamentary factions and groups the head of state noted “special relevance of the issues of the peace plan.”
Poroshenko recalled that the key elements of the peace plan were the question of the special status of separate districts of Donetsk and Luhansk regions, “which in fact are elements of decentralization with the full and unconditional observance of the sovereignty, territorial integrity and independence of our state, and with the guaranteed maintenance of all of the basic attributes, including the foreign, security and legal policy.”
He drew attention to the fact that special status was clearly determined in time – three years.
“During this time we will be able to introduce the issue of profound decentralization which must also provide for respective amendments to the Constitution,” he said.
Speaking of his draft law on amnesty, the head of state noted that the amnesty would not relate to criminals who had committed crimes under the articles of the Criminal Code regarding deliberate murder, terrorism, attempted murder of statesman, law enforcer, judge, rape, pillage, abuse of the dead bodies, vandalism and a series of other articles that should ensure the integrity of the state.
“The rest of the articles – and it is an absolutely normal world practice – are an instrument that allows introducing political implementation of the peace establishment program. There is nothing more important for us than peace. These are the key positions that will ensure it. Please note that the disruption of the given process will end up with unforeseen consequences. Each of you can understand what type of consequences,” Poroshenko said.
