Poroshenko names condition for decentralization amendments vote to be held

Petro Poroshenko will address the Parliament in relation to the vote in the second reading on the amendments to the Constitution in terms of decentralization only when security conditions are met in Donbas, the Ukrainian president said when speaking in the Rada June 28 at a special meeting on Constitution Day.
”Determining the sequence of steps on this issue [on voting the amendments to the Constitution in terms of decentralization in second reading], we use the well-known proverb, which says not to push the cart in front of the horse. Obviously, to make changes to the Constitution in this part, there are clear pre-conditions, especially in the security sphere,” he said.
”There must be set a complete and lasting ceasefire. Russia, the aggressor state, must withdraw all its troops, weapons, and equipment from the territory of Ukraine. Special monitoring mission of the OSCE must have full access to the entire territory uncontrolled by Ukraine, as well as establish a permanent monitoring over the part of the Ukrainian-Russian border which is temporarily beyond control,” said Poroshenko.
In addition, according to the president, a real disarmament of all illegal groups in the area must take place as well as the establishment of security zones.
