Pilot project for e-registration of land launched in Kyiv region

The State Service for Geodesy, Cartography and Cadaster (Derzhgeokadastr) jointly with the Ministry of Agrarian Policy and Food and the State Agency for E-Government have launched a pilot project for online registration of plots of land in the city of Kyiv and Kyiv region, according to Derzhgeokadastr`s press service.

”A new service – online registration of a plot of land – was launched in Ukraine on October 12, 2016. This service will be provided in the city of Kyiv and Kyiv region alone until it is rolled out across Ukraine from January 1, 2017,” the press service said.

The new online service is available at e.land.gov.ua.

The project is implemented under the auspices of the OSCE Project Co-ordinator in Ukraine, according to the report.

The press service notes that the launch of the e-registration portal will enhance transparency of the land registration process, contribute to the establishment of a legal land market and will help fight against corruption.

”The new electronic service will create favorable land tenure conditions. It will save time and efforts of citizens, making the registration process more transparent and eliminating subjective factors in the land registration process,” the press service quoted Ukraine`s First Deputy Minister of Agrarian Policy and Food Maksym Martynyuk as saying.

The press service added that the land registration procedure is one of the most important but at the same time very complex administrative services. More than 500,000 land plots are registered in Ukraine every year. The registration process requires two visits to relevant state authorities. After the introduction of the online service, applicants will need to make one visit to relevant authorities in order to receive documents upon the completion of registration.

The press service also recalls that Derzhgeokadastr has earlier launched online services to issue statements on land plots and monetary appraisal statements from technical documentation, as well as services to grant access to information about ownership of land and property rights to it. By the end of this year, Derzhgeokadastr plans to start providing three new Internet-based services.

As UNIAN reported earlier, Derzhgeokadastr in the middle of August announced its plans to introduce an e-auction system for land plots with the aim of making auctions as transparent as ProZorro e-procurements.
