Parliament introduces ProZorro electronic public procurement system in Donetsk region

The Verkhovna Rada of Ukraine passed a law on early introduction of ProZorro electronic public procurement system in Donetsk region.
A total of 278 deputies voted in support of the Law ”On introduction of legislative changes concerning the use of certain public funds in the territory of Donetsk region,” according to a report.
”The electronic public procurement system in Donetsk region will be introduced earlier than scheduled (August 1, 2016)… from the date of entry into force of this law,” said Viktor Halasyuk, chairman of the Verkhovna Rada Committee on Industrial Policy and Entrepreneurship.
According to Halasyuk, it will be a pilot project in the region, which will ensure transparency in the use of state budgetary funds allocated by the local authorities.
As was reported earlier, on February 17, President of Ukraine Petro Poroshenko signed the Law ”On public procurement.”
ProZorro was launched in February 2015 as a pilot project, and now it accounts for a little more than 2% of all public procurements in the country. As of late 2015, more than 2,200 state-owned companies had already registered in the system. About 37,000 tenders had already been held with the use of the system. The total sum of registered tenders was about UAH 7 billion. Estimated savings as of the end of the year were 12% of the sum of the held tenders, or more than UAH 500 million.
