NSDC denies plans of terrorists to surround Debaltseve

Speaker of the NSDC Information-Analytical Center Andriy Lysenko denied information that militants prepare surrounding of Debaltseve.
He told a briefing, a Ukrinform correspondent reports.
“Now, there is information about surrounding of all – this is the information sabotage,” Lysenko noted.
He also stressed that Russian forces dislocated in Ukraine and the forces of terrorists are not sufficiently powerful for an opened offensive.
“We still cannot speak about an opened offensive, since those forces, which are now on the territory of Ukraine, are not enough for a large-scale offensive,” Lysenko said.
According to him, the rules of the military art show that for a successful offensive, the attacking forces must exceed several times the defending ones: “According to the rules of the military art, the one who attacks, should be 4-5 times stronger than the one who defends. The terrorists have no such advantage. All the advantages are now on the Ukrainian side.”
