Groysman instructs ministers to assess ”Rotterdam plus” coal price formula within week

Ukrainian Prime Minister Volodymyr Groysman has instructed the Ministry of Energy and Coal and other relevant ministries to consider the feasibility of using the so-called ”Rotterdam plus” formula during the purchase of coal and to submit its findings within a week.
”I want First Deputy Prime Minister Stepan Kubiv, Deputy Prime Minister Volodymyr Kistion, Minister of Energy and Coal Industry Ihor Nasalyk and the National Commission, performing state regulation in the energy and utilities (NEURC), to find out how the price is formed and why the ”Rotterdam plus shipping” formula was set. During the week, you are to submit your proposals, which will be considered by both the president and the government,” Groysman said, opening a government meeting.
He said that he had discussed the issue with Ukrainian President Petro Poroshenko. ”There is a lot of unknown in the ”Rotterdam plus shipping” coal formula. I believe that the position of the government should be very clear in order to understand this formula. This formula should be transparent and correspond to the actual price of coal in Ukraine and the actual price of electricity,” Groysman said.
