EU envoy highlights some aspects of e-declaration system functioning

Head of the EU Delegation to Ukraine Hughes Mingarelli has stated that changes to the operation of the e-declaration system, now being discussed in the Ukrainian society, should not affect the transparency of the array of information, nor should they de-emphasize the importance of control over income and expenditures of state officials.

During a press conference in Kyiv, Mingarelli noted that the launch of the e-declaration system was a good step, but it was also important to eliminate risks posed by the fact of making such data publicly available.

He added it was necessary to provide access to data for both citizens and law enforcement authorities, while at the same time preventing the misuse of such data by criminals. The issue has been actively discussed with the country`s leadership, according to Mingarelli.

As UNIAN reported earlier, the e-declaration system in Ukraine was launched at midnight on September 1, as provided for by the law on prevention of corruption.

From September 1, detailed electronic declarations have to be submitted within a 60-day period by high-ranking officials: the president and the prime minister, their advisers and assistants, members of the government, deputy ministers, members of the National Commission and the Antimonopoly Committee, heads of the State Property Fund and the National Bank of Ukraine, as well as their deputies, MPs, civil servants of ”A” or ”B” categories, judges, prosecutors and investigators, heads and deputy heads of state bodies, which jurisdiction covers the entire territory of Ukraine, military officials of senior officer level.

As of the beginning of October, some 2,370 assets and income declarations were registered in the unified state register of declarations of persons authorized to perform functions of the state or local governments.
