Cabinet to draft bill on turnover of agricultural land before July 10

The Cabinet of Ministers will finalize the draft law on turnover of agricultural land before July 10, 2016, Minister of Agrarian Policy and Food Taras Kutovyi said at a business conference Thursday.
”I will not be very optimistic, but I hope that next week we will post it on the website of the Ministry,” Kutoviy said.
He stressed that the draft law would not contain provisions on the removal of the moratorium on sale of agricultural land. ”There will be no innovations. You will see the approaches to which I referred earlier, i.e. turnover and security of lease rights. The issue of direct sale of land will not be discussed at the moment,” the minister said.
As UNIAN reported earlier, the Ministry of Agrarian Policy and Food intends to allow the sale of land lease rights that can be laid in obtaining credit, at the transitional period before the opening of the land market.
According to the Ministry of Agrarian Policy, the turnover of land lease rights will allow for indicative pricing. Kutoviy noted that, focusing on price components, if they are close to the European indicators, the government might have to revert to the issue of the next phase of land reform – agricultural land market launch. The Minister said that the proposal of the Ministry of Agrarian Policy did not involve launching a full-fledged land market without such a transitional period.
