Cabinet plans to introduce Mobile ID in Ukraine – Ukrainian Prime Minister

The Cabinet of Ministers intends to develop a legal framework for the implementation of a technology of mobile identity of citizens – Mobile ID in Ukraine at the state level, Ukrainian Prime Minister Volodymyr Groysman said during the meeting with representatives of the largest mobile operators in the country.

”We need to open up opportunities for the development of this trend, to ensure its maximum support. We will form the package of necessary legislative initiatives,” he said, adding that the government will be able to prepare the necessary package of initiatives in a few weeks.

Groysman said that the government will also support those bills on Mobile ID, already submitted to Parliament. According to him, this will enable operators to ”start implementing mobile identification issues.”

According to the head of the government, Mobile ID services are very promising, since they will facilitate the introduction of online public services and the buildup of a digital society in Ukraine. Groysman said that with the help of this technology, the citizens will be able to get any public services online, without any direct interaction with government agencies.

”Everything has to be done remotely. The practice, when a person physically goes somewhere to be issued some documents should be a thing of the past,” the prime minister said.

B2B Director at Kyivstar Yevheniy Krazhan, who attended at the meeting, said that a pilot project for the implementation of a Mobile ID technology based on electronic services of the State Land Cadastre had already been launched in Ukraine.

As UNIAN reported earlier, the introduction of online services, the transition to electronic identification and electronic signatures are a prerequisite for the introduction of the e-government system. In 2014, the Cabinet announced its intention to launch e-government in Ukraine until 2017. Around the same time, the Cabinet of Ministers intends to adopt a law on the unified system of electronic interaction and completely abandon paper document flow.

Mobile ID is a mobile identity service, which allows the subscriber to use his mobile device with an inserted SIM-card for secure electronic identification. Mobile ID can be used to access secure electronic documents, as well as to sign documents digitally. Such a standard can improve the quality of administrative and other services. In Ukraine, Mobile ID standard was first implemented on a portal of administrative services in Lviv.
