All public procurement of Ukraine`s central govt bodies transferred to ProZorro e-system

Ukraine`s central government bodies entirely switch to the Prozorro e-procurement platform starting April 1, 2016.
According to the law ”On public procurement,” adopted by the parliament in its final version on February 4, 2016, the transition to electronic public procurement will take place in two stages: from April 1 – for central government bodies, and from August 1 – for other customers.
The law provides for the application of Prozorro e-system for the whole range of public tenders, which value exceeds UAH 200,000 for commodity purchases, or UAH 1.5 million for ordering services.
Starting from April 1, 60 central executive bodies and 500 state-owned enterprises will switch to e-procurement model.
As was reported earlier, on February 17, President of Ukraine Petro Poroshenko signed the law ”On public procurement.”
ProZorro was launched in February 2015 as a pilot project, and now it accounts for a little more than 2% of all public procurements in the country. As of late 2015, more than 2,200 state-owned companies had already registered in the system. About 37,000 tenders had already been held with the use of the system. The total sum of registered tenders was about UAH 7 billion. Estimated savings as of the end of the year were 12% of the sum of the held tenders, or more than UAH 500 million.
In March, the Infrastructure Ministry conducted a training seminar together with specialists from the Economy Ministry on the implementation of ProZorro e-procurement system by companies under their management.
After the implementation of Prozorro e-system by central authorities, companies managed by the Infrastructure Ministry will bid a total of over UAH 50 billion in the market.
