BERLIN — Not worried about reminding Europe of another bellicose Bush, Jeb Bush vowed to reassert American leadership in the world during a speech here Tuesday night and attacked Russian President Vladimir Putin as “a ruthless pragmatist who will push until someone pushes back.”
