Introduction
Sharp words will reverberate around a conference hall in Basel today (4 December) and tomorrow (5 December) when foreign ministers gather in Switzerland for the big annual gathering of the Organization for Security and Co-operation in Europe (OSCE). The OSCE has become the forum of most sustained and intense diplomatic activity during the crisis, thanks in part to Russia’s eventual agreement to allow the OSCE to create a mission to eastern Ukraine.
