Retired Major-General Arkady Ter-Tadevosyan welcomes the draft bill that would, if adopted by the Armenian parliament, recognize the independence of Artsakh.
“Our leadership has such a viewpoint. They are right to put the question up for debate. We should also consider the efforts of the Minsk Group Co-Chairs and try to combine these two. I am for the initiative but I think that any specific decision would be coordinated with the OSCE Minsk Group.
